Engineering details: how the blocks are made

Blocks are 6 hours, on UTC clock boundaries. A request belongs to the block its start time falls in. "Over 8 seconds" and the middle time use only briefings with a recorded time. The share of stored copies found is stored-copy checks that found a copy over all checks made, for requests with a record.

An hour is "busy" when its request count over the whole window is at least 1.5 times the median hourly count. It is computed from the data, not set by hand.
